Project Name: Assessment System RFP

This project is to secure a ten-year contract for statewide assessment services to meet state system requirements in the Every Student Succeeds Act (ESSA Section 1111 2(b)) and state statute at ORS 329.485 and related Division 22 requirements.

Completion Date: June 2027

School, District and ESD Impacts: There will be significant impact on districts if the current system is replaced including training, possible technology updates/changes, interoperability. This can also affect students and teachers.

Project Name: At-A-Glance, Detail Sheets and Online Report Card

This project occurs on an annual basis. The ODE IT unit and Accountability unit work to update, aggregate, and display data to the public on specific measures.

The ODE produces yearly At-A-Glance School and District Profiles. These reports provide educators with an opportunity to communicate directly with parents and community members about how local schools are performing.

The Accountability Detail Sheets are more technical documents that provide information on school and district performance, improvement, and each school's level of support under ESSA.

The Oregon Online Report Card is a tool to help Oregonians better understand how well our education system serves students and families. On this page, you can choose between school years to view student performance and institution data for Oregon public schools and districts. Reports also show how schools compare to their districts and how schools and districts compare to overall state performance.

Completion Date:  Annual, for 24-25 data December 2025

School, District and ESD Impacts: The data points represent a comprehensive approach to evaluating and measuring a school's impact on students. In five minutes or less, parents can get the comprehensive look at their school or district that they've been requesting. School districts are required to make the At-A-Glance School and District Profiles available to their community.

Project Name: Chart of Accounts Update (Fiscal Transparency)

The purpose of this project is to provide quality data for greater public transparency. This project will ensure school district financial data in Oregon is accurate, consistent, aligned, comparable, streamlined and publicly available to guide decision making.

Completion Date: June 2026

School, District and ESD Impacts: This project will impact all public schools, districts and ESD's by updating all financial and budget systems.

Project Name: Early Learning Transition Check-In Tool

The Early Learning Transition Check-In Tool project will implement a standardized data collection tool to ensure accurate collection of responses from entering kindergarten families. Once in place, the tool will become part of Oregon's Statewide Assessment System and will meet the requirements for a Community-Informed Information Gathering Process at Kindergarten.

Completion Date: June 2027

School, District and ESD Impacts: Changes for Kindergarten teachers, data submitters for Early Learning Transition Check-in, and local data systems that currently gather data on children entering Kindergarten. The link below is not specific to the technology project.

Project Name: Grant Management System

The purpose of the Grant Management System project is to replace the existing Electronic Grants Management System (EGMS) with a modern grant management system that can address end-to-end grant processes for the award and management of federal, state, and private grants allocated to the Department, through the close out of each grant or legislative budget period.

Completion Date: December 2027

School, District and ESD Impacts: Grant recipients and any data systems reliant on the current EGMS Web system will be affected by this project. This will include training for use of the new system. DSA's will have the opportunity to grant permissions prior to the new system go-live. This project will also replace the current Child Nutrition System (CNPWeb) and will move to central login security.

Project Name: Migrant Education Data System

The purpose of the Migrant Education Data System project is to ensure migrant students are fully provided for under Title 1c with a data system that enables migrant education staff to meet the needs of their local regions, state and federal requirements.

This project is in final contract completion with vendor MS/EdD to provide MIS2000 to Oregon.

Completion Date: Expected Implementation Fall 2026

School, District and ESD Impacts: Changes for Regional Migrant Education Programs staff, Oregon Migrant Education Service Center, and local data systems that use information from OMSIS.

Project Name: Oregon EdPlan

The purpose of the Oregon EDPlan project is to modernize the Systems Performance Review & Improvement Data System (SPR&I). The Oregon EDPlan solution will support ODE's efforts to comply with federal IDEA regulations and deliver improved features and functions, ultimately providing better customer service and an improved user experience.

Completion Date: October 2027

School, District and ESD Impacts: Changes for Oregon School Districts/LEAs, EI/ECSE Programs, Education Service Districts, State Education Programs (JDEP, YCEP, Hospitals/PNFs, LTCT, OSD, Recovery Schools). Since this is a change in technology systems, there will be technical impacts to district technology offices.

Project Name: Professional Learning Platform

The Professional Learning Platform project is to develop an online system that will ensure open access to professional learning opportunities for educators across Oregon.

Project Name: SMART (State Modernization of Allocation and Resource Technology)

This project is to replace current state school fund systems to calculate and distribute accurate and timely payments to Oregon's school districts and ESD's. Includes replacement of old technology and development of new reports and dashboards for transparency, and scenario analysis for legislative requests.

Completion Date: SY 2028

School, District and ESD Impacts: Upon completion districts and ESD's will have more transparency about SSF data through enhanced reporting.  School districts may be asked to assist in the design of dashboards and reports.
